In 1829 Robert Peel's Metropolitan Police was founded in London; in 1916 John Rockefeller became the world's first billionaire; in 1961 Julia Gillard, the first female Australian PM, was born in Wales. In 1903 Prussia introduced the world's first driver's license.
In 1903 Prussia adopted the road act which introduced mandatory inspection of vehicles and the requirement for drivers to have their technical skills tested and were given a license.
It was in 1888, however, that the first permit was introduced to Karl Benz. It wasn't mandatory, in fact he requested it from the authorities as residents were complaining about noise where he was driving.
